Educational and Advocacy Session

Lusaka, November 6, 2023

On Monday, November 6, 2023, successfully hosted an Educational and Advocacy Session at the Sarovar Hotel in Lusaka. The event aimed to equip Members of Parliament (MPs) associated with the Planning and Budgeting Committee and the National Economy, Trade, and Labour Matters Committee, National Assembly Committee Clerks, and staff from both the Parliamentary Budget Office (PBO) and the Investment and Debt Management Department under the Ministry of Finance and National Planning with the knowledge and tools necessary for effective public finance and debt management as well as parliamentary debt oversight.

Grateful for the active participation of stakeholders, including Members of Parliament, Committee Clerks, and staff from the Parliamentary Budget Office. The session laid the groundwork, crafting key advocacy messages for the upcoming phase-formulating a comprehensive roadmap on parliamentary debt oversight. Aligned with Zambia’s Constitution, PDMA, and PFMA, the focus of this session was to enhance parliamentary actors’ knowledge and capacity for effective engagement in public debt decision-making and oversight.

Further, the workshop emphasized information sharing and advocacy for increased transparency, accountability, and parliamentary oversight of debt contraction, especially in the context of revising the PFMA.
